Walk the scenario instead of the checklist. If a storm formed this morning, here is the order things fail in and what that tells you about where the money should go.

Your business is about to lose power.

It's September 10th, the climatological peak of the Atlantic hurricane season, and a disturbance has formed this morning off the African coast. By tomorrow, the National Hurricane Center will be tracking it. By the day after, you'll be watching the forecast cone. And by the time a Watch is issued 48 hours before conditions arrive, you'll have roughly 36 more hours to decide whether to shut down, send people home, and protect your systems.

The question is not whether something will break. The question is what breaks first, in what order, and whether your prep is actually aimed at the things that will cost you the most.

Why now

The climatological peak of the Atlantic hurricane season is Sept. 10, with most activity occurring between mid-August and mid-October, on average, according to the National Hurricane Center. Historically speaking, about two-thirds of all Atlantic hurricane season activity occurs between Aug. 20 and Oct. 10.

The peak exists for a reason. Wind shear, the atmospheric force that tears disturbances apart before they strengthen, reaches a minimum by mid to late August. At the same time, ocean temperatures are still climbing through late summer and don't reach their seasonal peak until early fall, providing both less resistance to storm formation and more fuel for intensification. The result is a window of maximum vulnerability, not because forecasters are more active, but because the atmosphere itself is most conducive to rapid development.

If a storm formed today, it would arrive during the season's most dangerous stretch. That makes now the right time to walk through what actually happens.

The scenario: a storm forms this morning

It's 6 a.m. A tropical disturbance is moving west off Africa. You're reading about it in the forecast discussion, but there is no Watch yet. There is no Warning. There is no cone on the map. What you have is time.

A Hurricane Watch means hurricane conditions are possible in the announced area within 48 hours. A Hurricane Warning means tropical-storm-force winds are expected within 36 hours. That timeline, Watch to Warning to landfall, is the clock that matters for a small business. It is the difference between "we should probably think about this" and "we need to move now."

For the next 72 hours, assume the storm tracks toward your area. Assume it strengthens. Assume the Watch is issued on day two. Assume the Warning comes on day three. Now walk through what fails, in order, and what that tells you about where the next hurricane dollar should go.

What breaks first, the cascade

The scenario walkthrough is not a checklist. It is a forced sequence: one failure triggers the next, and the order matters because it determines what you can still do to recover.

Power fails first. Wind brings down lines. Transformers trip offline. The grid goes dark. Your building still has walls and a roof, but you have no electricity. This is not a guess, it is the most likely first event in a hurricane impact.

Internet and connectivity fail second. Your backup generator kicks in, or you have battery backup for critical circuits. But the internet backbone depends on power too. Cable lines are down. Fiber is cut. Cell towers are offline or overloaded. You have power but no connection to the outside world. Your phones cannot reach the cloud. Your remote workers cannot log in. Your customer-facing systems are dark.

Phones fail third. If your phone system lives in the cloud and depends on internet connectivity, it is already gone. If you have on-site hardware, it is still powered but unreachable. Customers cannot call you. You cannot call out. The line between your business and the outside world is severed.

On-site hardware becomes exposed. Your servers, your network equipment, your backup drives, they are still running on generator power, but they are now the only things keeping your business alive. A power surge, a cooling failure, a physical impact from debris, any of these ends them. They are no longer protected by the broader infrastructure. They are on their own.

Data access becomes the final bottleneck. If your backup is stored on-site, it is in the same building as the threat. Flooding, wind damage, ransomware that spread before the power failed, any of these can take out both your live systems and your backup in a single event. You have power. You have hardware. You have nothing to restore from.

This cascade is not a federal standard or an industry mandate. It is observed practice from IT providers who have walked through recovery after real storms. But it is consistent enough that it shapes where prep dollars actually pay off.

Where the next hurricane dollar should go

Business Impact Analysis is the federal framework for ranking which functions, systems and dependencies a business must protect first. It asks: What does your business need to keep running? What does each of those functions depend on? If that dependency fails, what else stops?

The cascade above is the answer to that third question. It tells you the order in which dependencies fail. It also tells you where to spend.

Power. Battery backup for critical circuits, a generator sized to your actual load, and fuel storage that survives the storm. This is not optional. Everything downstream depends on it.

Connectivity. A cellular failover plan, a hot spot, a backup carrier, or both, so that when the primary internet is down, you can still reach the cloud. This is cheaper than a second fiber line and more reliable than hoping the power company restores service in 48 hours.

Phones. A phone system that lives in the cloud or forwards to mobile devices so that when the on-site hardware is unreachable, calls still route to people who can answer them. If your phones depend on on-site hardware and on-site internet, they will be dark for as long as the outage lasts.

Data. At least one copy of your business data should live off-site and offline, out of reach of local flooding and local ransomware. A backup you have never restored from is a guess, not a plan. Test the restore process before the next Watch is issued. If you cannot get your data back in an hour, you cannot get it back when you need it.

Decision triggers. A rigid plan tied to a single forecast track is brittle. Instead, set decision triggers tied to the Watch and Warning timeline. "If a Watch is issued, we do X. If a Warning is issued, we do Y. If power goes out, we do Z." Flexibility matters more than a fixed timeline because forecasts change fast and the scenario you planned for may not be the scenario you get.

Test the plan by walking it, not reading it

A written hurricane plan is a document. A scenario walkthrough is a drill. The difference is the difference between knowing what you would do and discovering what you actually cannot do.

The goal of a tabletop exercise is not to find the right answer, it is to surface the gaps where there isn't an answer at all. You sit in a room with the people who would actually respond. You walk the timeline. You ask: "It's 48 hours before the Warning. What do we do right now?" Someone says something. Someone else says "but we don't have a way to do that." That gap is the thing you fix before the next storm.

A checklist does not surface those gaps. Reading a plan does not surface them. Only saying it out loud, in sequence, with the people who would have to execute it, surfaces them.
